The government has submitted a new proposal to the Riksdag to completely ban gambling on credit in Sweden. This proposal would, among other things, mean that Swedish gamblers would no longer be able to pay with credit cards, as this is considered a payment method that carries an increased risk of gambling debt. If the proposal comes into force, it would come into force on 1 April 2026.
Sweden’s Gambling Act has been in force since 2019, but the gambling law that applies to the Swedish gambling market today is not worded the same as it was when it was introduced. Since 2019, the Riksdag has voted on several amendments, strengthenings and amendments to the gambling law.
This has not least affected how Swedish online casinos can do business, but it has also had consequences for Swedish players. Essentially, the Swedish gambling law exists to protect consumers and combat problem gambling, but at the same time a significant number of players turn to unlicensed operators to avoid the restrictions imposed by the Swedish gambling law.
The latest in a series of proposals related to the Swedish gambling law comes from the current Tide government, which has jointly decided to introduce a proposal that will now be prepared and voted on in the Riksdag. If the proposal comes into force, it will come into force on 1 April 2026, i.e. just under six months before the Riksdag elections in September.
In short, the proposal means that the government wants to ban all gambling on credit in Sweden. This means that you will no longer be able to use credit-based payment methods to deposit into your gaming account, such as VISA or MasterCard. At the time of writing, it is not known how the Swedish Gambling Authority will react to the proposal, but the Gambling Authority states on its website that the proposal aims to reduce the risk of debt related to gambling for money that takes place in Sweden. The website also specifies that the proposal should apply to all forms of gambling that require a license in Sweden, but that there may be an exception for gambling licenses for the public good.
The government bill (2025/26:11) was signed by Prime Minister Ulf Kristersson and Niklas Wikman on behalf of the Ministry of Finance. The main content, i.e. the summary of the proposal, states that the responsibility will be placed on licensed operators to "take appropriate measures to counteract the financing of gambling through credit".
Sweden already has a ban on gambling on credit, including gambling on account, but this proposal would mean an extension of the ban on gambling on credit. In other words, it can be described as a complete ban. The proposal also states that the government is aware that the ban may be met with criticism from players who feel restricted when, for example, you can no longer make deposits to your gaming account using a credit card. In other words, it limits the freedom to choose your payment method when playing at casinos and gaming in Sweden.
It is worth emphasizing that the proposal remains only a proposal and will only become prohibited if the Riksdag decides to adopt the proposal in a vote where all 349 members have had the opportunity to vote.
